REACH intelligence department
Problem
Intelligence work was accumulating across source, runtime, interface, and historical bodies with a growing risk of duplicate authority and semantic drift.
Response
REACH was retained as its own department and implementation authority. Caelum mirrors only the inexpensive substrate needed to authenticate around, route to, inspect, and present the department: identity, graph pointers, health, bounded capabilities, receipts, and explicit HOLD state.
Evidence
The department contract explicitly prohibits copying the full intelligence field corpus, algorithms, workers, raw evidence stores, or interface implementation back into Caelum.
BFIE financial integrity
Problem
Financial allocation and account-state recommendations become indefensible when reference inputs can be rewritten, raw custody is browser-readable, or an unresolved condition silently becomes an affirmative action.
Response
BFIE separates immutable reference custody from bounded operator views, records deterministic input/output hashes, carries binding constraints, and defaults unresolved results to HOLD.
Evidence
Current proving-lane schema binds BFIE receipts to immutable instrument and FX reference snapshots and revokes browser access to raw custody tables.
Caelum public/private estate
Problem
The original estate mixed public identity, private application concepts, legacy console experiments, and multiple deployment generations.
Response
The current public shell and four private gateway hosts were separated into existing Cloudflare Pages projects. Public narrative, authenticated access, operations, billing, and bounded review no longer share one exposure boundary.
Evidence
The public root and four gateway domains are independently deployed, the private gateways are non-indexed, and machine attachment remains held until identity and membership acceptance is complete.
